C2C Researching Barriers and Opportunities in Cluster Development in Eleven Countries
Public investment in clusters is based on the premise that SMEs will flourish and provide regional jobs, Yet the problems clusters experience are not shared. C2C is a community interest company programme that offers research and alliancing services across renewables clusters in three continents, particularly in solar energy, where SMEs have a crucial role. We are active in clusters in 11 countries around the world where we have established cluster research studies, in Portugal, Chile, Canada, Brazil, Spain, Italy, California, Germany, South Africa, Scotland and Uruguay. We provide collaborative action research services with, by and for stakeholders, to identify and address recurring barriers on the ground  at different stages.

Our research with stakeholders :
-  informs regional policy makers about the barriers to implementing policy on the ground
-  is by for and with the support of regional SMEs and regional communities
-  provides placements and support for students in these regions as part of an extensive research and exchange network 

Exchange and alliancing with partner regions:
-  supports risk avoidance and  mitigation
-  shares examples of risks for SMEs in other regions, and support strategies adopted
-  facilitates strategic alliances with SMEs in other clusters / trans-regional supply chains.

SMEs can inform policy and practice in cluster competitiveness, and collaborative action research can provide the vehicle for this.
Our extended network in ten clusters around the world provides a unique living laboratory for strategy in addressing the issues they raise
